The discussion begins with Janet Peace breaking down the need for carbon regulation more clearly than I have ever heard it explained before. Then, Lee Thiessen moves into a discussion of carbon regulation in British Columbia. His segment is fascinating to contrast with domestic US carbon policy. Thiessen's BC sounds magical- a place where the harm posed by climatic degradation and the protection of future generations are political platforms. It's also interesting to see another model of how a carbon tax was instituted; he describes gradual deployment, welcome revenue during the recession, and the surprising falloff of revenue when businesses adapted to produce less carbon. Finally Lucas Merrill Brown describes the EU-ETS trading scheme's triumphs and tribulations. The EU ETS after all is a market, and is thus subject to manipulation and fraud, however also like a market generates important revenue for participating nations. It's a wonderful talk- listen in!
