The shortcomings of the UNFCCC can serve as an impetus for national and regional policies. By accepting that top down leadership is fumbling on climate change, actors may realize no one is coming to the rescue accept themselves.

Seems like a great read! I will have to pick it up. 

 

One of the most hopeful arguments for global mitigation and adaptation is that they necesitate cooperation and technology transfer. As the world becomes more and more accessible, the likelihood of such cooperation increases.

I agree. The rest of the world needs assurance from the two economic heavy hitters to pledge adequate reductions. It is almost like a great big three legged race. Once one or two countries start the momentum, the rest will follow.
