thats an interesting global viewpoint.
However, have a look at Europe. Some countries, like Norway or Denmark, or increasingly Germany run on renewables only, e.g. Norway runs almost only on water power, while Denmark runs 30%-40% on wind power, while other countries, e.g. France and UK rely much on nuclear.
Or have a look at Canada: some provinces are almost exclusively water power, while other provinces include nuclear in the mix.
Therefore, for most decision makers, e.g. the people responsible for a particular province of Canada, or a particular country within the EU, or a particular town in Japan, are not concerned with the global picture: they have to see that their local region has a stable and economic supply of energy + if the country is democratic, which most are - then they also have to listen to the wishes of their electorate.
