Should we lift the moratorium on offshore wind in the Great Lakes?
For a year now there has been a moratorium on the development of offshore wind projects in the Great Lakes. The Ontario government issued the ban because it said more study was needed to make sure the projects can be developed safety and responsibly, even though such studies were supposedly already done when the previous moratorium was... Canada Doubles Its Wind Capacity in 2011
Canada's wind industry has had a record year. According to the latest data from the Canadian Wind Energy Association (CanWEA), 1,400 megawatts of wind capacity was installed in 2011, more than doubling 2010's output. With over 5,400 megawatts of wind energy at its disposal, enough to power 1.5 million homes, the country now holds the ninth largest wind generating capacity in the world. This year's record number of installations cumulatively represent almost $3.5 billion in investment as well as 13,500 jobs. [read more]

Biggest Roadblock To Building New Nuclear Plants: Skilled Construction Labour
Ontario’s Liberal government says we need to refurbish our province’s nuclear fleet and build another major plant near Toronto. The opposition Progressive Conservative leader, confident he will win this October’s election, says nuclear will be a cornerstone of his party’s energy policy. Indeed, as countries such as Japan, Germany... [read more]

Time for Ontario to widen peak/off-leak rate gap in TOU pricing
Results from a pilot project in Oklahoma show that having a wider TOU price gap will encourage more peak-period conservation and shifting of electricity use, a finding that contrasts with the experience in Ontario, where the price gap and the market signal it sends is very weak. In the Oklahoma trial, pricing ranged from 4.2 cents (... [read more]
Wind Production in Ontario 2010
The numbers are in for wind production in Ontario last year. The IESO had a news release that included the data. Wind output increased from 2.3 TWh to 2.9 TWh, an increase of 26%. According to the IESO, this was 1.9% of Ontario’s demand, up from 1.6%. Demand increased from 139 to 142 TWh, as the economy recovered from the recession,... [read more]
Ontario could see enormous economic benefits pursuing offshore wind in Great Lakes
The Conference Board of Canada came out with a report today that assesses the economic benefits to Ontario of developing offshore wind in the Great Lakes. Here’s my story in the Toronto Star. Specifically, it estimates job creation and the boost to GDP that would occur by developing 2,000 megawatts of offshore wind projects between... [read more]

Ontario’s new long-term power plan good, but demonstrates difficulty in planning
My Clean Break column takes a look at some of the new assumptions in Ontario’s latest 20-year electricity plan — assumptions that have changed dramatically since the previous plan was introduced (but never formally approved) three years ago. Electricity demand that we were supposed to reach before 2015 has now been delayed to beyond... [read more]

Smart meters are here…. Get over it
My Clean Break column, which now appears Friday in the Toronto Star, questions whether we have the capacity as a society to invest in long-term infrastructure transitions that don’t bear fruit right away. The knee-jerk reaction by some in Ontario (and other jurisdictions) to smart meters and time-of-using pricing is unfortunate... [read more]
