Its interesting that on the European level, energy infrastructure will need investment of about 212 bn euros, whereas the UK alone will need £100 bn to rebuild its' generating capacity over the next decade. Why the gap is so small?

The absence of thermal energy distribution systems (district energy systems) is a grave omission from the European Energy Plan for at least three reasons.

First, heating and cooling buildings typically accounts for 30 to 40% of energy consumption in Europe and in developed countries throughout the world. District heating has been proven to be the most efficient and environmentally sound means of space heating and cooling throughout Europe, with exemplars in Denmark, Sweden, and Germany.

Second, district energy systems that include combined heat & power (CHP) and/or combined heating, cooling & power (CHCP) not only double the efficiency with which the source fuel is consumed, but also enable economies of scale to be applied to maintenance & operation; to accommodating multi-fuel capability enabling the use of nonindigenous fossil, as well as indigenous fuel sources including biomass, geothermal and solar; to emissions controls;to 24/7 staffing by professional staff; and to availability of building space that otherwise would be used for distributed heating/cooling systems.

Third, district heating systems that include CHP and thermal storage enable robust electrical microgrids that can operate in island mode, enabling organizations or districts to operate when the public electric grid is down, can provide excess power to the public grid, and enable peak load shaving by storing excess cooling or heating during peak load periods and utilize them during off-peak periods, which in turn can reduce the overall baseload electrical requirements for the public grid,
