In October 2012, the European Commission published a proposal to limit global land conversion for biofuel production. The use of food-based biofuels to meet the 10% renewable energy target of the Renewable Energy Directive will be limited to 5%. There is also a requirement that biofuel factories reduce greenhouse gas emission from fossil fuels by at least 60%. But this will only apply to new plants built after 2014.
